I agree with you Jim. I know its a somewhat cynical stance and I'd like to think believe that my fellow man is better than that but... The realist in me would bet that the vast majority of the takers are non-emergency users. I'm not doubting that they really need the supplies, I just doubt that they need the supplies to self extricate themselves. My guess would be that more often than not, people are under-prepared and instead of turning around, they continue on their way with the help of these angel boxes.
That said, I feel that my call for Giarida infused Water would solve the problem.
"As a life saving measure, please help yourself to this EMERGENCY water. However as soon as you're off the mountain you'll need to seek immediate medical attention and treatment for Giardisis"
May add pause to the casual taker don't you think? *Note, for those without a sense of humor, this is meant as a joke, albeit likely very functional.
