Guest knows the history of who put it up, but it was not an government agency, though it might appear so. The BLM took it and the lambing sign down shortly after they began their campaign to rid themselves of the SKyline and other local trails and give them to the ACBCI, a couple of years ago (see the posts on this ongoing issue.) They want to disassociate themselves from any 'ownership' of the trail. That's why no signs are posted, even though there are increasing rescues--they are trying to get rid of Skyline and deny that it's their responsibility or a public trail. Their goal is to privatize Skyline and jettison it.
If it really was a woman and a ten year old child who were rescued?? Then CPS should be called. But it wouldn't be the first act of child abuse perpetuated via Skyline. There is a story I've heard that one winter, a Dad dropped his tween-age son off at the bottom of Skyline (the kid was 10 to 12 ish, I believe) and the kid labored his way up the trail and somehow made it most of the way but eventually had to be rescued from the ice, where luckily, some other hikers had found him stuck.
I'm all for family hiking and I've dragged my kids through numerous outdoor escapades. But there's a line beyond which reasonable parents do not go.
