Wildhorse: I do believe it is coming from higher levels. They aren't rangers anymore, they are enforcement officers - that does say something. I'd guess most of the Forest Service boots on the ground would rather be doing something more rewarding and that had a bigger impact than collecting fees and enforcing the collection of fees.
