Jim, do you know that all of section 28 is public land? Not sure how you can know without doing a title search on specific properties.
Actually, that's an excellent point. Some of the houses (at least one) in Snow Creek Village are on Section 28. My understanding is that the house was built thinking that it was north of the line, but when a survey was done, the house was found to be at least partially in Section 28. According to a USFS person I talked to, an adjustment was made to the property boundary. Obviously it worked out for the homeowner; the house is still there.

The Riverside County GIS system also shows one "inholding" within Section 28. I don't know who the owner is, but if it's open land and not marked with no trespassing type signs 3 to a mile plus additional signs on all trails and roads entering the parcel, then public access is assumed.
