While any storm can potentially cause flash flooding, it's the summer monsoon storms that are sneaky. With those storms, you can be in an area with no cloud cover and still run into a flash flood. November storms are not so sneaky, they are generally broad weather fronts that are predicted well in advance and the cloud cover is over the entire region. If it's raining everywhere, you will have the sense to stay out of washes, etc. so you'll be fine. Just don't trust those summer storms if you're camping during that time of year.
