I got a response back from Ms. Hoggan indicating that "Structure 1" in my letter (previously posted here) is not operated by the DWA. She had to have read my letter in detail to have understood which structure I was talking about, so it looks like they're taking comments seriously.

Thanks for that Jim, maybe structure 1 is the "pot barn, not to be confused with Pottery Barn!?
They gotta have some place to store & dry that stuff, right!

One of the structures is the Hicks cabin, who were they way before DWA was even an organization.
Those folks loved & protected the area, but also welcomed people, respected climbers & other recreational users. I believe Jim Hicks is still around.

I went hiking over in the Snow Creek area on the PCT this past weekend. I took some photos.

I wonder if part of the problem is that the DWA itself isn't clear on where the property line is. Both the US Forest Service and the USGS topo maps show the Caretaker's Cabin as being in Section 28, on public land. You'll have to scroll around and zoom in to see it. I've marked it with a red flag.

Now, take a look at this photo.

The property line is south (to the right) of the Caretaker's cabin, but they've erected a fence (I've circled the gate on the fence) north (to the left) of the Caretaker's cabin.

Some how I managed to screw up the map link in my previous post. It is now corrected.
