On the PCT last weekend I met some sort of lizard that was that same brilliant blue on his belly and under his neck. Did not catch him with camera.

HH8 - the blue belly means its a male, and its likely the western fence lizard. The females do not lay eggs, and have live birth instead. I had 17 babies at one point.
