No water, there was a small running spring after Taquitz so i filled up a liter there. ...it was the oddest thing, right before one of the junctions towards the 74 there are two chairs facing one another. i thought there would be some water stashed but nothing.
another junction had a bear canister with tuna and cliff bars.

Sounds like Fobes Saddle. There is water there not too far off the trail.

Fobes Saddle used to have a water cache in April-June for the PCT thruhikers, but since Scoval spring and creek have water not too far away the cache isn't maintained now.

Did you go to Cedar Spring itself, or just to the trail junction? I'd be surprised if there was no water at Cedar and Apache Springs.

I compile a water report for the PCT at http://pct.4jeffrey.net and am always looking for updated info. The thruhikers are done, but the southbounders will be coming through in a couple months, and there's always a few section hikers as well.
