My experiences and official info on biking
Golden Gate - One of the birthplaces of MTB and the original spot is closed to it. Some, mostly fire road access.
Santa Monicas - mostly on fire roads, very little single track trails open to bikes
Lake Mead - Mentions some marked trails, I've seen mostly dirt roads allowed.
About half the NRA's are run by the NPS - and they are generally against it.
The NPS is also against hunting and does a lot to stop it, even where they have to allow it.
If given money (like the Adventure Pass $), the USFS should be able to solve problems; no need for a new designation - or a bunch of extreme NPS Rangers running around.
The NPS also likes very strict and difficult permit processes; closes areas a lot and likes to stop cross country travel.
The new wilderness designations in the ANF also stopped MTB in those areas.
