Position is located at Denali National Park and Preserve, Talkeetna, Alaska. Talkeetna is located 130 road miles North of Anchorage, AK. Talkeetna has a population of 800 year-round residents with three to four times that number in the summer. The town offers a grocery store, hardware store, cafes, library, community recreation center, post office, video store, news/book store, coffee shops, and churches of various denominations. There are excellent hiking and other recreation opportunities. There is a community clinic for minor medical treatment. Major medical and dental facilities are available in Wasilla, Alaska and Anchorage and may be reached by road. Average high/low temperatures in the winter range for -35 to +35 and in the summer can reach the mid 70’s. This is a permanent career-seasonal position. A permanent career-seasonal position includes all benefits of permanent employment, but does not provide for employment on a full-time year-round basis. As a condition of employment and (depending on workload needs and/or funding), the employee is guaranteed work for at least 6 months but not more than 11 ½ months each service year. When services are not required, employee will be placed in a non-work, non-pay status. A minimum of 2 weeks in non-pay and non-duty status is required each service year. While in pay and duty status, the employee will work a full-time work schedule (40 hours per week). Salary, vacation and sick leave earnings, which are normally based on year-round employment, will be prorated according to the number of weeks actually worked each year. The waiting period of within-rate increases (step increases) and career tenure may also be extended by a portion of the time spent in non-pay status.


Governement housing is NOT available.

This position is located in the South District of Denali National Park and Preserve in Talkeetna, which provides resource and visitor protection throughout back country and mountainous areas of the park. We are seeking energetic employees with diverse skills, a team-oriented approach, and a commitment to practicing the ranger profession in a park with both opportunities and challenges. Responsibilities will include a full range of duties in law enforcement, resource protection & education, search and rescue, emergency medical services, backcountry management, visitor use management and special park issues. The incumbent of this position will implement resource management and visitor protection programs involving mountaineering in the Alaska Range, seasonal river use, sport hunting and fishing, subsistence use in the Park additions, and providing assistance in various natural science projects. Duties will include staffing the 7200-foot base camp on the Kahiltna Glacier, leading high altitude rescue operations involving high altitude technical climbing, use of emergency medical techniques, coordination of helicopter and fixed wing aircraft, and coordination of other rescue work from numerous agencies and sources.

To qualify, you must meet the requirements listed below. Specialized Experience and/or Education: You must have certain higher level education or specialized experience to qualify for the GS-09 grade level of this position. This qualifying education and/or experience can be met through any of the following:



You must have one year of specialized experience equivalent to at least the GS-07 level in the federal service. Specialized experience is experience that demonstrates the knowledge, skills and abilities necessary to perform successfully the duties of the position to be filled. Specialized experience is experience with extensive general mountaineering experience in leading and organizing, but at generally lower elevations below 16,000 feet but above 10,000 feet and for lessor duration than levels 3 and 2. Must be proficient rock climber capable of leading and placing pro on grade 5.7 rock and grade II ice routes. Have served as an crew member on helicopter and fixed wing for search and rescues. Have experience in backcountry travel.

OR

You must have one full year of graduate study with a major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled.

OR

You must have a combination of education and experience. For example I have 6 months of specialized experience and 9 semester hours of graduate level education.

SCEEN OUTS-besides meeting one of the qualifications above you must meet all the screen out below.

1.You must have experience in high altitude mountaineering and technical climbing that has included glacial and technical route climbing, as evidenced by being the team leader of at least one expedition to an altitude of at least 20,000-feet on Mt. Mckinley in the last 24 months and leading at least 4 multi-pitch climbs at the 5.10 C2 grade or higher. List previous climbs that you have led and your climbing/mountaineering experience and altitudes reached.

2.You must have experience in mountain search and rescue (SAR) procedures and practices, as evidenced by active participation on search and rescue team in a high altitude arctic environment. List your responsibilities from each SAR mission.

3.You must have an emergency medical technician certificate.

You will be required to work overtime occasionally.

There will be back country travel for 60 days on mountaineering patrols.

This position requires wearing the National Park Service uniform. All employees are required to wear the uniform in accordance with guidelines, maintain personal appearance standards, and ensure proper conduct while in uniform. A uniform allowance is provided.

HOW YOU WILL BE EVALUATED:
Your rating will be based on your responses to the Assessment Questionnaire and the information stated in your resume. The assessment questions relate to the following competencies that are required to perform the work of this position.

Experience in High Altitude Mountaineering and Technical Climbing.
Experience in Search and Rescue (SAR).
Ability and Skill in Helicopter Operations.
Ability and skill to perform emergency medical services.
Ability to communicate in writing.
Ability to communicate in orally.

The salary shown includes base pay, locality pay and a cost of living allowance of 7.18% for this duty station. Pay is subject to annual review and adjustment.

OTHER INFORMATION:
Direct Deposit: All new employees of the National Park Service must identify a financial institution for direct deposit of pay prior to appointment. This includes your salary and other federal payments.

In the event of an accident while traveling in a government aircraft, the payable benefits of a private life insurance policy may be affected.

Travel, transportation and relocation expenses are authorized as described in the Federal Travel Regulations and Departmental policy.

Tour renewal travel - Because of the distance from the 48 contiguous states, tour renewal travel is currently payable to employees who relocate from outside Alaska to parks in Alaska. This entitles employees to transportation costs for round trip travel for the employee & his/her immediate family to travel outside Alaska after completing 2 years of continuous service. (Entitlement is limited to 2 round-trips within the first 5 years of continuous duty in Alaska. Compensation is based on round trip costs between the employee's home of record and duty station in Alaska.)

Return Rights (for NPS employees only) The Return Rights policy as outlined in HR Bulletin Number 03-8 dated 10/28/03 is in effect for this position. This policy is designed to help attract a larger pool of highly qualified employees to remote areas. It applies to all current NPS career and career-conditional employees who transfer from a NPS unit within the 48 contiguous United States and the District of Columbia to certain remote sites. Under this policy, employees will be given the opportunity to return to the Region they were assigned to prior to transferring to the remote park within the Alaska Region. To be eligible for return rights, the employee must complete a minimum tour of three calendar years at the Alaska park, and may elect a possible two year extension.
