Hiker runs out of water in 107 degrees temp/ 2 rescues

A hiker near Tucson AZ in the Seguaro National Park ran out of water in 107 degree temperature and had to be rescued. This reminds me of the recent fatality of Skyline. Why go in these conditions unless its very very early and you have lots of water?
