A number of the parks the PCT passes through have been closed. The Pacific Crest Trail Association has requested that everyone to stay off the Pacific Crest Trail until further notice.

Yep, pretty much nailed it. Most don't worry about traction gear until Kennedy Meadows.

Every year is very different. I hiked in '15 and needed no snow gear at all.
