Hi Florian,
If I'm not mistaken, (don't go by there much), I think the park has put that faucet on before, when there's lots of water, then removes it, so the spring, (& springbox) won't stop flowing during dryer times??
Just guessing here, but it's nice to have that faucet, (which is Way more reliable than the stupid motion-sensitive ones in the restrooms at the Valley, (& maybe Mt.) stations!
