Hi, the last few times I have called (760) 327-0222 a fax machine has answered. Am I using the wrong number? Has the service been discontinued? Or did someone forget and leave the machine on the wrong setting?

That's the right number. Sometimes they forget and leave the fax on instead of the recording. I've sent them a fax and told them to change it back and they do eventually.
