Richard Wood's comment is interesting. I don't have an opinion on what he said, but it is very interesting.

Kimberly Nicol and Eddy Konno have been thoroughly discredited on every point they have made for gating-off the Bump and Grind Terminus. If these incompetent individuals actually cared about the wellbeing of the Nelson Bighorn, they would not have miss-managed Carrizo and Magnesia canyons by allowing invasive Tamarisk Salt Cedar trees to overrun these watersheds. The Tamarisk have displaced native forage and dried out the upper reaches of both canyons. This forces the sheep to depend almost entirely on man-made water sources. Neglecting critical management duties and wasting taxpayer dollars on a useless gate is the highest order of incompetence. When was the last time either of these two bozos hiked Carrizo and Magnesia to conduct an invasive species and forage assessment? If the sheep have little forage and almost no water in these canyons, how does anyone expect their numbers to increase? Their solution is to threaten hikers with tickets!
