We saw two park rangers sitting on San Jacinto today waiting for anyone who might have escaped the Sheriff down at the start of the Snow Creek Route. Even if people are trying to stay on public land down at the bottom, which probably isn't the case for many of the climbers going up, everyone has to have to have a permit to complete the route - that's what the ranger said. The rangers were going to nab the people climbers coming up the route for not having a permit.
It sounds like the various agencies are working together to keep people off the route. I'm sure they have internet access just like the rest up us and can read the Snow Creek trip reports and posts regarding upcoming climbs.
