Perhaps, although were the word "peak" used in its generic sense (i.e. as used in "peak bagging"), one would typically write, "the peak of Mt. San Jacinto" (and is normally lower case). When the peak is used in conjunction with the name of a summit, it normally is considered part of the name (and is normally upper case). Example: Jean Peak, Cornell Peak. The same is true of mount or mountain ("Marion Mountain" vs. "I'm going to climb a mountain").
The sign as written indicates that both the word "Mount" and the word "Peak" are part of the name of the summit. I also saw a person recently with a cap that said, "Mt. San Jacinto Peak." Just seemed a bit odd to me to have both "Mt." and "Peak" in the same name.
