Good news. The Skunk Cabbage Meadow area has been reopened to hiking and camping.

Do you know if the Willow Creek and Caramba trails have been rebuilt, or if they opened the wilderness without trails?

I don't believe the trails beyond Skunk Cabbage Meadow have been reopened. The trails around the meadow weren't damaged in the fire.
