There have been a good many items returned to the rightful owner this way so I think you are doing it the way that makes success more likely. Proactively seeking an owner always outweighs "passively waiting" for that owner to reach out to rangers that may or may not care that a belonging gets back to its rightful owner. Good on you to put fourth that kind of effort.
