I gave it a more careful read over lunch, and it's very clear that the
NFS could not charge us for what we did on Saturday.
From the Conclusion:
"... we conclude that the REA unambiguously prohibits the Forest
Service from charging fees ... for recreational visitors who park a
car, then ... hike through the area without using the facilities and
services."
This derives from the underlying principle that:
"Everyone is entitled to enter national forests without paying a cent.
16 U.S.C. § 6802(e)(2) (“The Secretary shall not charge an entrance
fee for Federal recreational lands . . . managed by . . . the Forest
Service.”)"
