Proposed sign on rescue boxes:

ATTENTION HIKERS: We've injected giardia in all of the water in the rescue boxes. In an emergency, you can drink the water, and it will save you, but two weeks later... um, let's just say you'd better buy a lot of toilet paper.

pretty bad catch 22.

you could put it slightly off trail and provide here and on websites info where they are, and that would probably reduce the "thugs" getting to them. of course, they are probably the ones who need the water?

but now there's no water, and who knows if it went to good use.

Put explosive paint pellets in them, similar to what banks use in bags of money given to robbers. They open the box, boom! ...sprayed with paint. No problem, you can still get a drink, finish the hike, whatever. But now we know who you are.
