BLM land swap?

Ive been hearing recently about this land swap thing that would possibly require permits or even close down access to the skyline route. Is all of this true? Even if it isnt im doing a run up skyline again this saturday (goal time 3 and a half hours from start to the tram) does anyone know if theres any snow at 8,000 feet, or even 10,000? There has been light showers this morning in LA but i dont know if the weather was cold enough to snow.
